No, Turles is not related to Goku as a brother.

However, this is inaccurate and Turles and Goku are not related to each other as brothers. The movies are usually considered non-canon, thus, any theories surrounding the two characters having a connection are false.

Why does Turles look like Goku?

There are many theories explaining the similar looks of Turles and Goku.

One of the most prominent reasons behind Turles’ looks is his identity as a low-caste Saiyan. He was genetically inclined to look like Goku given that low-caste Saiyans do not share any genetic diversity among their ranks. Additionally, the reason behind their similarity can be Turles’ opposite nature to Goku. Dragon Ball Z follows the concept of good vs evil. Similarly, The Tree of Might filmmakers would have thought of showing Turles as the evil reflection of Goku.

He also seemingly reflects the characters of Goku’s real brother, Raditz, and the initially villainous Vegeta. They symbolize the blood-thirsty nature of the Saiyan culture. Turles also appear to represent Goku’s alternate version, Goku Black, due to the former’s dusky complexion. While Turles remains non-canon, Dragon Ball Z fans would love to see him being explored again in the franchise.
