Culbreath was arrested after an inmate told police that she sexually assaulted him last month. Culbreath admitted to having sex with the inmate and picking up a package for him containing a cannabis product that she decided not to bring in. Culbreath told investigators the inmate was blackmailing her.

The state filed for pretrial detention based on the seriousness of the crime. Judge Jennifer Wernersbach released Culbreath under the supervision of pretrial services.
