Russia declared a Romanian diplomat “persona non grata”

Russia has declared a Romanian diplomat in Moscow “persona non grata” after Romania took a similar step in May, the Russian Foreign Ministry announced.

“Regarding the summoning of the Romanian ambassador to Moscow at the Ministry of Foreign Affairs of the Russian Federation On July 3, the Ambassador of Romania in Moscow, Constantin Istrate, was summoned to the Ministry of Foreign Affairs of Russia and received a note from the ministry regarding the declaration of an employee of the Romanian Embassy as ‘persona non grata’.

This measure is a response to the previous unmotivated decision of the Romanian side to declare persona non grata a diplomat of the Russian Embassy in Bucharest”.

“The Ministry of Foreign Affairs confirms that the Russian Federation has declared a member of the Romanian Embassy in Moscow as persona non grata. This decision of the Russian side, unfounded in relation to the provisions of the Vienna Convention of 1961 on diplomatic relations, arises as a response to the measures adopted by the Romanian authorities on May 24, 2024, regarding the declaration as persona non grata on Romanian territory of a diplomat of the Embassy of the Russian Federation in Bucharest“, states the Romanian MAE, in a press release.

At the end of May, the Romanian authorities decided to declare a diplomat from the Embassy of the Russian Federation in Bucharest persona non grata on Romanian territory, for activities that contravene the provisions of the 1961 Vienna Convention on diplomatic relations, the Ministry of Foreign Affairs announced at the time.

The decision comes after a Romanian citizen was arrested, being accused of treason in favor of Russia after, in 2022, he supervised Romanian or NATO military objectives in Tulcea and provided the Russian Embassy in Bucharest with information of a military nature and photos with surveillance technology, according to DIICOT. According to the court portal, the man’s name is Piscan Alexandru Dorin.
