Starting January 2025, State Will Know All Romanians’

Mobile operators will be obliged to transmit, until January 8, 2025, to the telecom arbitrator (ANCOM), data on all telephones connected to the network, specifying the name of the manufacturer, the terminal and the version of the operating system, according to an act published on Wednesday on Wednesday in the Official Gazette. The measure comes in the context of the introduction of IP technology for the transmission of data when calling 112 from 4G and 5G phones, which will allow better localization of emergency calls.

The new changes adopted by the Communications Regulatory Authority (ANCOM) are aimed at technical changes to how data from mobile operators’ networks is passed to the Special Telecommunications Service (STS), which is the administrator of the 112 system, when someone calls to report an emergency.

The goal is to better locate those who call 112, with a precision of a few meters, by taking data from smartphone-type mobile phones, not just information from the network. These technical changes take place in the context of the closure of 3G and later 2G networks, complementary to the development of 4G and 5G networks that use IP technology to transmit data and will facilitate the use of this technology to retrieve 112 calls and the corresponding location information for calls initiated from new generation networks.

The access of disabled people to emergency services will be ensured under conditions equivalent to those enjoyed by other users. Interconnection based on circuit switching will be used as a backup solution for a while until the full migration of emergency call forwarding to the new technologies.

Smartphones with advanced features contribute radically to better localization. In this sense, the decision also establishes a new obligation of mobile operators to submit twice a year to ANCOM a statistical situation with the terminals connected to the network, one by June 30, and the other by December 31.

The operators must transmit a statistical situation with the terminals connected to the network, specifying the name of the manufacturer, the name of the terminal and the version of the operating system of the terminal (to the extent that the provider has access to the version information), as well as certain of their capabilities (VoLTE, 4G , 5G, GNSS).

The first submission of this information must be made by January 8, 2025, for a date between August 1, 2024 and December 30, 2024, containing the data available at that time.
