President Harry S. Truman formed the NSA in 1952 from a unit that worked on decoding communications during World War II. This decryption unit originated in 1917 and was known in WWI as the Cipher Bureau, or Cable and Telegraph Section. This division went through several name changes until Secretary of Defense Robert A.
