The Ministry of Development put into public debate the draft GEO regarding “the establishment of the national network of one-stop energy efficiency counters for the purpose of providing information and counseling services in the field of energy efficiency and energy production from renewable sources for prosumers”. The step comes as an obligation assumed by Romania through the National Resilience and Recovery Plan (PNRR).
“In order to facilitate access to financing programs and to information on the energy renovation of buildings and the use of renewable energy sources in buildings and to support the monitoring of the state of reaching national targets on energy efficiency and resilience to climate change, the national network of one-stop shops is being established Energetic efficiency. The one-stop shops are established for the purpose of providing information and advisory services in the field of energy efficiency in buildings and the use of renewable energy sources for prosumers regarding investment programs financed from European funds, from the state budget, as well as other legally established sources,” says in the explanatory statement of the normative act.
“The one-stop shop network will directly support the achievement of the targets assumed by Romania through the National Energy Climate Change Plan and through the National Long-Term Renovation Strategy to support the renovation of the national park of residential and non-residential buildings, both public and private, and the transformation its gradual transformation into a real estate park with a high level of energy efficiency and decarbonation by 2050 and at the same time will support Romania in decreasing its energy dependence on Russian gas“, the draft GEO also mentions.
There will be 41 such counters at the national level, one for each County Council and one at the level of the Capital City Hall. Each will be served by two to four people. People who have graduated from bachelor’s or equivalent studies in the fields of civil engineering, installation engineering, architecture, energy engineering, public administration, legal sciences, economic sciences can occupy the positions within the one-stop shop for energy efficiency.
The organization of this network is an obligation assumed by Romania through the RePowerEU program, part of the PNRR. We remind you that through the RePowerEU program, in a total amount of over 1.4 billion euros, the Government wants to grant money for the purchase of solar panels and batteries for energy storage, the design of homes in order to reduce energy consumption and others. According to the program, house owners in Romania will be able to benefit, starting this year, from vouchers worth 25,000 lei to install photovoltaic systems with a net power of 3 kW on their roofs, a voucher with a similar value will be granted for the purchase of storage units with a minimum power of 5 kWh
